Impact of the Clean Air Act on air pollution and infant health: Evidence from South Korea

This paper examines the extent to which the 2005 Clean Air Act introduced in South Korea affected air pollution and infant health. To identify the causal effect, we exploit the time and geographical variations in the adoption of the Act between 2003 and 2006. During this period, the Clean Air Act indeed significantly reduced air pollutants. For example, the PM level was reduced by 9 percent. However, the Act’s impact on infant mortality was not statistically significant.

Public-health impact of outdoor air pollution for 2(nd) air pollution management policy in Seoul metropolitan area, Korea

Air pollution contributes to mortality and morbidity. We estimated the impact of outdoor air pollution on public health in Seoul metropolitan area, Korea. Attributable cases of morbidity and mortality were estimated. Epidemiology-based exposure-response functions for a 10 μg/m3 increase in particulate matter (PM2.5 and PM10) were used to quantify the effects of air pollution. Cases attributable to air pollution were estimated for mortality (adults ≥ 30 years), respiratory and cardiovascular hospital admissions (all ages), chronic bronchitis (all ages), and acute bronchitis episodes (≤18 years). Environmental exposure (PM2.5 and PM10) was modeled for each 3 km × 3 km. In 2010, air pollution caused 15.9% of total mortality or approximately 15,346 attributable cases per year. Particulate air pollution also accounted for: 12,511 hospitalized cases of respiratory disease; 20,490 new cases of chronic bronchitis (adults); 278,346 episodes of acute bronchitis (children). Air pollution caused by highly concentrated particulate matter is recognized as the biggest problem in Korean society. Since the problem is directly related to human life and local people's livelihoods, the demand for fundamental policies rather than short-term measures is growing. In this context, the strong policies of Seoul metropolitan government including emergency reduction measures which require citizens’ participation are getting attention and debate. Given the intense interest and urgency of this issue, the policy to address this issue has been actively discussed, formed, and framed by various social actors. La información sobre estas emisiones se concentra en el proyecto World Air Quality Index que recopila datos de 3000 estaciones de monitoreo en ciudades y pueblos. En este estudio se analiza el caso de Nueva York, Ciudad de México, Madrid, Moscú y Shanghái, encontrando que las tasas más altas de contaminación del aire de acuerdo al índice AQI se ubican en Shanghái, pero la ciudad que tiene niveles más altos de material particulado es Madrid.

Beyond Strict Regulations to Achieve Environmental and Economic Health—An Optimal PM2.5 Mitigation Policy for Korea

Growing concern about particulate matter (PM2.5) pressures Korea to reduce the health risks associated with its high dependency on fossil fuels. The Korean economy relies heavily on large thermal power plants—a major source of PM2.5 emissions. Although air quality regulations can negatively impact local economies, the Korean government announced two strict air quality mitigation policies in 2019. We develop a regional static computable general equilibrium model to simulate the economic and environmental impacts of these polices under alternative hypothetical scenarios. We separate two regions, Chungcheongnam-do, the most polluted region, and the rest of the country, in our model. As policy options, we introduce a regional development tax and a tradable market for PM emission permits, similar to an air pollution tax and a carbon permits market, respectively.
