In 2020, approximately 47 million people in Mexico had access to the public health insurance system through Mexican Social Security Institute (IMSS). It reached more than 37 percent of the Mexican population that year.

72% of the population is covered for a core set of services. 57% of people were satisfied with the availability of quality healthcare (OECD average 67%). Financial coverage, with 50% of spending covered by mandatory prepayment, was lower than the OECD average of 76%.

Mexico's public healthcare operates through the Instituto Mexicano de Seguro Social (IMSS) and Seguro Popular systems. These cover patients for most medical services and prescription drugs.

In 2022, 92.1 percent of people, or 304.0 million, had health insurance at some point during the year, representing an increase in the insured rate and number of insured from 2021 (91.7 percent or 300.9 million).

While overall uninsured rates continued to decline in 2022, nonelderly Hispanic, Black, AIAN, and NHOPI people remained more likely than their White counterparts to be uninsured (Figure 2). Nonelderly AIAN and Hispanic people had the highest uninsured rates at 19.1% and 18.0%, respectively, as of 2022.

Just as an estimate, the average cost is around 38,000 MXN (1,700 USD) a year, with a deductible of approximately 11,000 MXN (5,000 USD).

The current rate of 18 percent of Hispanics without coverage represents significant progress since 2010, when it was pegged at 33 percent.

Mexico coverage refers to (1) the coverage provided under certain nonstandard automobile policies issued by US insurers for operation of an insured motor vehicle within Mexico, usually limited to a stated number of miles from the US border.

Mexico was ranked #61 in the 2020 Global Healthcare Quality and Access rankings. In Mexico, government spending on healthcare comprised 51.3% of total healthcare spending in 2018. Mexico had a density of 2.43 doctors per 1000 population in 2017. The life expectancy at birth in Mexico was 74.6 years in 2018.

In his opinion, the only difference between quality of care in Mexico and the US is technology. “They [in the US] have high technological quality but in human quality, Mexican medicine – or that of other countries – might be better,” he says.

Average annual health insurance premiums in 2023 are $8,435 for single coverage and $23,968 for family coverage. These average premiums each increased 7% in 2023. The average family premium has increased 22% since 2018 and 47% since 2013.

Uninsured rates are higher among Latino, American Indian and Alaska Native (AIAN), Black, and Native Hawaiian and Pacific Islander (NHPI) people than among Asian, white, and multiracial people.

In 2019, adults aged 18–44 were the most likely to be uninsured (17.0%), compared with adults aged 45–64 (11.1%) and children under age 18 years (5.1%).

Hispanic or Latino people had among the highest uninsured rate in the nation at 17.7%. Private health coverage rates ranged from 43.1% among American Indian and Alaska Native, non-Hispanic people to about 74.2% for White, non-Hispanic people.

Rooted in the Mexican constitution's principles, every Mexican citizen is entitled to cost-free access to healthcare and medication.

“The major differences are the use of sedation, the cost and the care,” she adds, saying that the US has an advantage when it comes to technology – but not by much. “It's the cost and quality of services” that brings Americans to Mexico, she says. The quality is “almost the same, but here is cheaper”.
